Question / Help Streams Lagging with No Dropped Frames

Hi there, I am new to OBS and to streaming, and I've been having a lot of trouble with getting a decent stream going.

I am currently using an ASUS ROG GU501 laptop for gaming, and I have decided to get into streaming. While I know this is hard to do with a single PC setup, I am giving it my best shot for the time being until I can afford a better setup. CPU is an Intel i7-8750H and the GPU is a NVIDIA GTX 1060 GDDR 6GB.

I have been trying to stream Apex Legends, which I've read has some optimization issues already, but I have adjusted my settings to the low end across the board, disabled V-Sync, and set a frame lock in the Origin launcher for 60 FPS. I have also disabled Game Mode and Game DVR in windows, and turned off Origins overlay.

My settings in OBS are set at 720p @ 60 FPS, and I have my bitrate set at 3500 using NVENC as the encoder. I have played around with all the settings, trying to drop bitrate, FPS, and tinkering with almost every other setting available.

The preview is choppy, and when I actually broadcast, it doesn't get much better. I have tried disabling the preview, but that doesn't do the trick either.

I've been using GPU and CPU monitoring as well, and neither exceed 90% when I am streaming and playing. No overheating, and no overloading that I can see. When I check my logs after a test, I am rarely seeing any dropped frames due to rendering or encoding lag, and if it comes up, its usually less than 1%. I have also included a log to show all of my specs, and to show that there is little dropped frames.

I have tried just about everything that I can other than throwing the kitchen sink at the computer, which probably wouldn't do the trick either at this point. If someone could help me out, that would be very much appreciated! Thanks!
