Streams are like slideshows

Hi all, I'm trying to stream from my HP Probook 6475b to either Youtube or Twitch and the streams are unwatchable, constantly buffering and they turn out like slideshows, audio comes through fine though.

The APU is a AMD A6-5350M APU with Radeon HD 8450G Graphics
graphics driver version is 15.301.1901.0 as that is the driver windows keeps on insisting on installing.

I've got 10gb ram and running Windows 10 64bit.

I've tried classic OBS also as I remember having better luck on an older Dell laptop and also tried Streamlabs OBS but the AMD APU really struggles with the standard software encoder.

I've tried looking at other encoders and OBS forks such as OBSVCE but the links are all dead on the old forum posts.

Is anyone able to help me with these problems.

My twitch channel url is https://www.twitch.tv/lwcreations to show how the videos turn out.
I've tried so many settings.

320x200 won't do sadly. lol
So the best thing to do is upgrade the APU in my ProBook, I have been looking around for a different APU.

Will need to do more research first as I want to do some 2D game dev streams and retro games and need a clear resolution.

Use the given benchmark website to estimate how powerful some CPU is. 3000 is still weak, don't expect good results with this score.

Just thought I'd do a follow up, I managed to get streaming working decently at 1280x720 using a pretty old version of OBS studio.

0.15 and 0.16 seems to support the amd h.264 media framework encoder plugin so was quite happy but anything over version 20 does not seem to support it though, guessing that the plugin just breaks at that version.
