i have a lenovo legion y520 specs are:
A intel core i7 7700hq cpu 2.80ghz
8gb memory
A radeon rx 560 4gb graphics card
Im trying to stream gta v to youtube in game i get 60 fps on obs i have it set to 30 fps and still get the encoding overload
Any tips?
Its obs 21.0.1
Id really like to be able to stream by saturday

Hm... It looks like your CPU can't handle gaming GTA V and streaming at the same time... can you try a game which does not need much cpu power? GTA V is very cpu intense as far as I'm aware of.
 
I can't tell you that to be honest :-(
The best you can do is search for the hardware requirements and compare them with GTA V requirements.
