I just wanna ask can i stream with this upload? And if i can what settings i should use?

you can use Google to convert mbps to kbps (like this).

From that you can see that the maximum bitrate you can set is 700, which is a bit low, but if you set the Resolution Downscale in the video settings to something like 1280x720 it will be slightly less "blocky".

Your brain should be good enough (no need for google), multiplying it by 1000 should be fairly easy...
