Hello everony I am utilizing a AMD Radeon RX580 with a good processor and memory. The issue I have is when I am capturing the gameplay from the playsation 4 and playing COD, the game play seems just a second delayed from when I just connect it to the monitor and not capturing. It is streaming at 1080, but I can seem to get the gameplay to not have that 1 second delaying as I'm playing the game. any suggestions?

Are you saying that the video and the audio are not in sync? Or that you're watching the game through a capture device instead of directly from the PS4?
Usually to do this you'd use an HDMI splitter so that one output goes to a display, and the other goes to a capture device, or use a device with a passthrough port so that you're watching the console's output without a delay.
If you're trying to play the game while looking at an OBS preview, then no, there's not going to be any way to eliminate lag.
