Question / Help Streaming with older pc

Hey guys, a bit of advice please. I know this is probably a dumb question, but can I stream obs with a dv6-3030us, 2.26GHz Intel Core i3-350M processor, 4GB DDR3 memory, Intel HD Graphics?

If not, would upgrading memory to 8gb even help with that processor, or would I need to just purchase an upgraded pc altogether?

I'm trying to stream obs with bluestacks playing Boom Beach, so I don't think I'd need am extreme amount of fps.

Any advice would be greatly appreciated!!

Also, I'm not extremely well versed in the technical lingo lol. You might lose me if you get too in depth with technological terminology.
 
New PC altogether 1st Gen i3 is nowhere near the task of streaming and dont be fooled Bluestacks takes a considerable amount of resources
