Question / Help Streaming with OBS is killing me slowly (Poor stream quality no matter the selection of settings)

The main issue i'm having is poor stream quality, frame drops and blotchy/pixelated streams. OBS is stating 0 frame drop however and I always run it as an administrator. I have gone through tutorial after tutorial about settings and none have come close to resolving this issue.
My upload speed is between 12-13 mbps
My Rig has

• 2080 super that's overclocked Asus brand
• AMD Ryzen 9 3900x 12 core processor
• 32gb trident ram

I've tried all bitrates from the default 2500 all the way up to 10000. It's been set to CBR. I've tried both x264 and NVENC but was told NVENC was meant for streaming. I've tried all key frames from 0 to 10. Psycho visual tunneling is on (idk wtf that is). I stream on Dlive exclusively and their output is 1920 x 1080 p, So I set the downscale to that. My base monitor is 2560 x 1440 p at 165 Hz. I've tried both Lacnzos and Bicubic. I've tried Ndi through all of these settings as well.
My Laptop has

• 1660 ti
• AMD ryzen 7 3750H with radeon vega mobile Gfx 2.30 GHz
• 16gb of ram

I've honestly tried all the variables I could think of, It only got worse when using NDI. I had multiple glitches and issues that would surface after fixing something. In short I'm looking for a solution that may not exist.
