So questions...

1. How is it that I have no GPU (besides the integrated graphics) but can run 1280x720 60fps on a NVENC (which I though was GPU based) with no GPU and only 30fps with a CPU??

2. Which setup should I go with, or should I do something completely different with my settings (or even just stream off mobile)?

P.S. My download is about 250 Megabits/sec and upload is 10 Megabits/sec

I won’t be streaming any games, just will have two cameras feeding into obs as I actually build my new PC (this time with a GPU xD).

I also have streamed off this PC before using hardware encoding when it did have a graphics card and it was always fine.

If you are actually able to use nvenc, you have a Nvidia GPU. There is no way to really use nvenc without having a nvenc-capable Nvidia GPU. If there once was a Nvidia GPU built in, but now removed, the driver may still be installed, and OBS may still detect the nvenc API. But as soon as you actually try to use nvenc, starting to record or stream will fail, because the hardware is missing.
To see what OBS knows of your PC, post a logfile that contains a successful streaming or recording session.
