Question / Help Streaming suddenly lags others in my network

Hello everyone!
So i am new to these forums, not to this program since i feel like this is ALOT better than XSplit, and probably the best streaming software out there aswell.
So i am having a problem on streaming, im not sure if this belongs on this forum or on twitch's, or if it belongs to this sub-category or not, BUT im anyway asking it here,

Before i'd stream with a OK Quality (We'll come to quality settings later) and no one would care on my internet, no one would feel a change at all. BUT it have started, people are getting lagspikes in online games they are playing and that just happened suddenly.

My OBS Settings: ( I believe this is what you need atleast, since this decides how much bandwith it takes, right?

We also have another network which is giving Downspeed : 4,00 and Upload : 2,50 or something like that, but that network just didn't want to work today apparently.

And also, i don't think i need to include my OBS log file since it isnt a program issue as far as i know, but if it IS needed i will provide it.

You can try enabling Minimize Network Settings in Broadcast settings, but if that doesn't fix it, then I don't think there's anything you can do. You're already streaming at an extraordinarily low bit rate, and if that little of a bit rate is causing everyone else to lag, then there's not really much you can do outside of contacting your ISP.

Try running ShaperProbe to check the status of your internet connection in terms of throttling: http://www.measurementlab.net/tools/shaperprobe

What will that do in terms of stream quality and bandwith stuff though? And i see what ur saying, but how come my viewers have always been saying the quality is OK , no one has been complaining about bandwith problems and now it happends?
