Question / Help Streaming settings

Hey, I am a new kid that just decided to start streaming but I am having trouble with some games looking pixelated, for example CS:GO. If possible, can you help me with my streaming settings?

PC Specs:
CPU: AMD Vishera FX-8350 4.0GHz
GPU:GIGABYTE GeForce GTX760 v2.0, Windforce 3x OC 2GB GDDR5 256Bit
Memory:Corsair Vengeance 16GB DDR3 1600MHz
Motherboard: Asus M5A97 R2.0

Obs Settings:
Resolution: 1280x720
Fps:60
CBR enabled
Bitrate: 3500
Filter: Lanczos best detail, 36 sample
x264 preset: faster

If you're not partnered it wouldn't make sense having 60 fps so just go to 30 and try bring bit rate down to maybe 2500-3000

Yeah, I have a better rig and I run 2400 bitrate, 30fps, downscale to 1280x720, veryfast (default), bicubic and my stream looks great. Try that.
