Just a quick question how come my stream is blurry when i am playing black ops the movement is blurry n choppie. is this because of my internet connection or fps.

well i can post log , just that people in my stream tell me that when I move around fast. The screen or my movement becomes blurry. But when it is just me not moving around a lot or just standing still it is perfect quality.
Is this an FPS setting?

It depends on a lot of things: bit rate, resolution, FPS, x264 preset...

Really, it would be best if you posted a log and a video example of the issue.

Blur on movement is usually because of these reasons:

a.) bitrate too low
b.) buffer size was set to be lower than bitrate
c.) "quality balance" was set too high for the bitrate/resolution/fps when not using CBR (and you should be using CBR for twitch, so quality balance shouldn't even factor in)

without the log file we can't say for sure though.
