Question / Help Streaming question

I have an i7 with a 6570hd over clocked, I want to stream league games, at a good quality at 30 fps what bit rate and buffer should I have and what down scaling (have a 1920x1080 resolution I think) of you guys need more info just let me know, I'm new at this.
