Streaming Quality is blurry/pixelated at times

I have since deleted the display capture (some add ons in the game do not appear if using display capture, but thats fine)
I can't seem to figure out why my cam quality looks like it is in 160p permanently. I know the preview doesn't represent what the stream will see, but at least on the preview on OBS, it looks normal/clear. My game gets pixely/blurry when moving. I have a 1g internet connection, with about 500 mb upload speeds.

Settings:
Encoder - x264
Biterate 6000 Kpbs
CPU usage - I have tried veryfast, but this log is used under medium because I was just trying things to see if anything will be different.
Output Resolution: 1280x720

Try creating a fresh profile and scene

Only add in your Camera and your game source (display or game capture)

Test and report back.

Sorry I'm just replying, just tested this, and it seems to be fixing the issue. Camera quality looks very similar to preview, and game doesn't appear fuzzy almost at all, at least in recording. I didn't want to go live yet since it is early AM, and I haven't showered yet, lol. Do you know of any sources that cause this?

Could potentially be a browser source and unfortunately the most time consuming way to pin down which is causing the issue, is to added each source in one by one and test.

If it is a source you could optionally try turning off Browser Hardware Acceleration
Settings > Advanced > Browser Hardware Acceleration

Could be an overload of Browser Sources (too many in one scene for your GPU to be able to composite, along with your camera and game)

You have many WASAPI device failings too, are you using VoiceMeter or another DAW?

I'd suggest checking out a program called LatencyMonitor run it for 10mins to see if you have any audio dropouts, it'll show which drivers are under performing or the cause of your DPC Spikes (which usually means you need to update them or use your mobo driver from manufacturer site)

I am only using WaveLink software for audio, I once had voice meter, and had to change multiple settings in the past in regards to using it. I ran Latency monitor, after 13 minutes of running, no issues were found. I do notice my audio gets weird occasionally, static at times. I normally have to change my headset source to something different, then back to my headset to fix this.
