Question / Help Streaming Problems

I cannot seem to pinpoint what is wrong with my stream. I have messing with all sorts of different settings, and nothing seems to work. My speedtest results are 59/9, so my connection shouldn't be causing problems. I'm worried this is still the problem (some dumb Comcast throttle or something). Is there any way I can test that specifically?

On NVIDIA NVEC I don't have an client side issues (dropped frames) , but the stream constantly buffers and ends up almost 15 minutes behind after a 30 minute game. I'm streaming to Twitch at CBR 720p 30fps 1800 KBPS...so super low. The bar behind the current bitrate on OBS tends to turn red most of the time I'm streaming.

If I try to stream on the x264 codec, I get tons and tons of dropped frames, and the stream isn't watchable at all. Same bitrate, and I tried superfast instead of veryfast with no change. OBS is barely using 15% of my processor (i5-3570K).

Whenever I click Stop Streaming, OBS freezes for a period of time based on how long I've been streaming.

I have tried switching CFR on and off with no luck. I've used a few different custom buffer sizes; right now it's set to x2 my bitrate.

I can provide any other information as needed.

I've tried searching through guides on here, reddit, and twitch, but all of the suggestions don't seem to have any effect. Anyone have any other ideas?

I just streamed a game of league and ended up with a 20 minute delay (0 Dropped Frames though). This error is repeating quite a bit:

set your buffer the same as your bitrate

and since you are dropping frames its a connection problem i heared COMCAST IS THE BEST ISP Kappa
