Question / Help Streaming Problem

Hello. At first sorry for my poor English... I having weird problems when i'm trying to stream to Twitch..
Not sure it is my Ethernet providers fault or mine.. So here whats wrong:
Whenever i'm trying to stream I cant load video from same computer/or any other device connected on same router. I have to create hotspot on my phone and connect my laptop to it, so I can see if my stream works at all. Is it normal ? I couldn't find answer for this anywhere. And since its 4G connection most steams pause for buffering every few secs.
But when I'm asking for help my friends to tell me, how it is working, no matter how low my settings are (1000b/rate and 240p, 30 fps) my stream lags every 15-30 sec for 2-3 sec of loading. Weird thing is that this happens on every setting I use.
If I use 3500 bitrate, 1080p, 60 fps , it loads same amount of time, and buffers in same way... So i'm not sure what is wrong... Most curious thing is that, if i let stream work for some time 10-15 minutes SOMETIMES it will "calm down" and go smoothly for my friends but interestingly it never changes for my laptop connected but 4G...
Can anyone help me what im doing wrong ?
