Can someone give me a examples with setting which i can use with mu computer?
Video Adapter: NVIDIA GeForce GTX 650
Physical Memory: 4093MB Total, 1352MB Free (DDR 3 1333mhz)
CPU Name: AMD FX(tm)-6300 Six-Core Processor CPU Speed: 3515MHz
Internet connection is up to dl 250mb/s and upload always about 15mb/s

Seems like a problem between the twitch stream delivery servers and the viewer isp.. You should try a lower bitrate like 2000 kbps or even 1800.

First, delete that webcam/device from your scenes, add it in global sources, and then add the global source you created to your scenes instead of using the device directly in the sources.

Second, that server you chose has high ping, almost half a second response time, this might not have anything to do with your internet connection but rather just the server choice or your general location, where you live. You should try to find a better server, though I don't know if there are any or not depending on where you live. Sometimes, despite choosing a server "close" to where you live, other servers can still work better due to routing. So just try to find the best server you can in terms of latency, then adjust the bitrate.

Your stream was running fine yesterday when I checked it, this looks to be a traffic management problem between your router and twitch's sfo servers this shouldn't be a routing issue if it's not a 1 time thing the routing it self is not the issue it's the policy of one of the party's between you and twitch.. if they have say an average limit of 2mbps for each single connection 1800 bitrate isn't gonna do you any good as you can easily find your self exceeding a required download average of 2600kbps between the protocol overhead, container and the audio bitrate aswell.
