both ideally. GPU used for capturing and scaling the image.
the CPU is where you want to put the most $ into. a 4790K works well, if you have older generation of motherboard such as a 1366, you can get a x5690 for around 150-200 but expect newer generations to be more.

the more cores the better. the higher the clock the better.

about the GPU you can just get a GPU that will be decent and labelled at least DX11 or DX12. it doesn't have to be expensive but it does have to be able to downscale the video which will be something like a GTX 950 or a 370 (even the cheaper R7 250X will work

encoding PC shouldn't need much RAM, just make sure its at least 1600MHz if not more. 2 4GB DIMMs should be fine.

a monitor. best if you have a monitor that will do 1080p. don't get to fancy I'm not done.

Capture card. I really don't make recommendation for this because it wouldn't be an educated answer. but a lot of people use Elgato HD60s but there are tricks to getting those not to stutter https://obsproject.com/forum/threads/elgato-hd60-audio-and-video-skipping.28781/ basically use full 1080@60 when encoding.

audio is going to be more preference but to keep everything working well snowball mic will plug into streaming PC.same thing with webcam 920c is common but don't use 1080p for it. use 720p at most. USB bandwidth gets saturated and causes audio glitches.sometimes.

keek chip-set drivers, network card and on-board audio drivers up to date with the motherboard manufacture's website. this is essential. don't go venture off installing away from this. it will cause more issues than it solves. This is, of course if your mobo still gets updates for your OS.

recommended OS will be windows 10 but some people prefer 7 (just enable aero for this setup).

recommended fps resolution and bitrate will require more info but I never recommend over 720@60fps unless you prefer 1080@30.these will both require a good solid upload speed and high bitrate such as 3000-3500 (the higher you go, the more your viewers could buffer.

I'll have Gaming PC and streaming PC with AVERMEDIA live gamer HD lite. So, it's why I ask about GPU...[/Qbest bet is to get a PCIE card and avoid USB 2.0. USB 3.0 are alright but have their issues. any streaming card with the word lite is not going to do every resolution or fps combination which will limit your full quality.
