Question / Help Streaming PC Setup

Hello folks!

So, I have an old pc here and I'm thinking of turning it on a streaming PC, this is the setup:

- i5 3470
- Gigabyte GA-H61M-S1
- DDR3 4GB 1333MHz
- Empire 480 Mbps PCI-Express 4 slots
- Cougar A 400W 80 Plus Bronze

1º Question: I belive that with this setup I can stream at 720p/60FPS with no problem, right?
2º Question: I'm thinking of getting a Razer Ripsaw as a capture card since I can get one for a really good price, but will my CPU be enough to hold all the data transfer through the USB 3.0 and stream without problem?
3º Question: Should I get an internal card instead of the Ripsaw?

How did you get on with this CPU? I have the same in my streaming PC but found the results not that impressive

The CPU usually tops out at 720p60 on fast Presets sometimes medium when using as a streaming PC.

For Capture Card I prefer the Elgato HD60 and if possible the PCI Version.

In General "good or rather decent" Capture Cards come with a really high cost.
