Question / Help Streaming over max bitrate setting...

Hey everyone, quick question.

Recently, when I have been streaming, my stream will all of a sudden, randomly, go way past the bitrate I have it to stream.

Example: I have my max bitrate and buffer to 1800, and about every 30-45 seconds my fps will drop to 1, on my stream, and I show that OBS is streaming to 6k, 8k, even 9k somtimes. If I have my max bitrate at 1800, why would it go way past it, like that?

I have read to lower my buffer, so I tried 1800 bitrate and 1300 buffer, does the same exact thing.

Actually , you should investigate why your fps drops to 1. Don't worry about the fact that the shown "bitrate" is OVER9000 (that's a side effect) :)

It only drops to 1 when the stream hits 5-9k bitrate. Otherwise, its a solid 30.

Also, it recently started doing this for no reason. I have not changed any settings, besides recording/streaming at the same time with 2 obs open (32 and 64bit), and have never had a problem with the bitrate jumping like this, causing the stream to lag.
