Bug Report Streaming not working with x264 encoder on AMD card

I am using a Radeon R9 380x and I stream every week. One week when I went to start my stream I got the error, "Starting output failed. Please check log. Note: If using AMD card make sure it's driver is updated." I updated my driver and I still get the error. In output settings in advanced settings there are no more properties for me to change anything. Simple settings work for streaming but I want to be able to use my old settings.
