Question / Help Streaming Neverwinter

Started streaming Neverwinter last night, and a few problems occurred.

Firstly, there was a lot of freezes going on, several seconds each time the screen froze (on the stream). Then after some tweaking, some stuttering instead.

My rig is: i5 2500k @ 4.2ghz, 560ti FrozR GPU (guess that's enough information about my computer

I have previously streamed Tomb Raider at 1080p with minimal stuttering, Diablo 3 at 60 fps and ultra settings with no lag. But in Neverwinter it seems to be a very different story.

My OBS settings are:
Quality:10
Bitrate:4000
Buffer: 4000
Resolution: 616p (tried to downscale as far as possible without losing too much quality)
Preset: veryfast

Still with these settings there was a lot of lag going on. I had zero dropped frames in OBS, and my speedtest is basically off the hook (120/102), so my question is, is my GPU coming to and end? I should, with my rig, be able to stream 720p at high settings. I even reduced quality in-game by about 50%.

Since the Logs don't show anything unusual, I have to ask you if you are watching your stream on the same PC you are streaming with? Flash doesn't like that and more often than not will end up lagging while the stream doesn't really lag. You should check the VODS to see if there is lag aswell. If that is the case, it might just be twitch and their servers.

Changing the server you are uploading to might help, even tho twitch had some problem in the last days.

I was indeed watching from the same computer. However, my VoDs did seem alright. The sad part, however, is still that some of my viewers had a lot of lag. Hopefully it's just twitch servers running poorly. Thanks for the help.

Well, you are using a quite high bitrate, which probably explains the viewer lag. You can probably have a very good looking stream on about 2500 bitrate.

Above is the log for that short stream session, I tried two resolutions, and I'd obviously rather play with 720p, but is there anything I can do to reduce Freeze/stutter from my stream?

My VoDs look ok, from what I can tell, but my viewers are experiencing lag anyway. Need I reduce my bitrate even further?

CBR will make your bit rate less spikey, so your viewers will experience less lag since bandwidth requirements aren't changing so drastically.

Er, there wasn't anything wrong with that VOD, and your logs are not showing any dropped frames (well, not even remotely enough to matter, anyway) so I'm not sure where you are seeing "lag" unless it's a playback issue of some sort.
