Question / Help Streaming NES/SNES/Retro games

Hello,

I have a question as to how it's possible to achieve the best looking stream for retro games. I will be playing mine via emulator. I have around 1.3-1.4Mbps to play around with and I've found my optimal video bitrate is around 1,100Kbps to avoid any lag.

First of all, are there any x264 custom encoder settings that can be used to make a retro stream look better? I read over this thread (http://obsproject.com/forum/viewtopic.php?f=7&t=2662) where a staff member said using "deblock=1:1" yet another staff member advised "no-deblock=1" -- Are there settings like these that can make retro games (which are essentially pixel style artwork) any better? I know there are settings used specifically for anime, perhaps they or similar could be used in my situation? I am no expert on x264 and from the pages I've read I am sure some can apply, I am just not sure as to what specifically.

Secondly, I saw someone in another thread say that using a slower CPU preset (say, fast or medium) is the equivalent to 100-200Kbps bitrate at a large CPU cost offset. In my case, assuming that I have spare CPU, would a lower setting help? Or is that only helpful on busier/more complex 3D style games?

If you have the CPU to spare while running an emulator, lowering the x264 preset can definitely help. Considering the art nature of many older 2D games, setting tune=animation may also help.
