New motherboard and CPU would be the first step. AMD APUs are notoriously anemic, to put it politely.

Other than that, see about grabbing the VCE branch, allowing hardware encoding. Significantly lower quality-per-bitrate compression method, but it would reduce (but not eliminate) the performance impact.

Alright thanks, I'm more focusing on wanting to stream MC right now. Do you think my PC could handle that right now until I can get new parts or should k wait until I can grab them.

It's less of a question of if it can stream, as much as at which resolution/framerate and having how much impact on the game.

With an APU, I'd recommend starting at 480p@30fps, x264 Veryfast encoder, 1500-2000kbps video bitrate.
You could try bumping up to 720p (720@30 2000 is the golden point for non-partnered streamers on Twitch) and see if the performance hit is too much, but 480 should be doable. :) Real-time video encoding is a computationally heavy beast, and only gets more-so the more pixels you want to push.
