Hello. How many devices can be connected while streaming via Custom Streaming Server?

This depends on whatever service you're streaming to, not OBS.

Users will connect to RTMP server via mobile devices. They will use third-party media players.

OBS does not have an RTMP server built in, you need to supply one yourself or use a service like youtube. If you run an RTMP server yourself, the limits depend on the bitrate you stream at and your available internet bandwidth.

We use Nginx and we stream only to a domain network with bitrate up to 3000 kb/s.

The reason you aren't getting any replies is that this is a forum to support people using OBS and you don't appear to have a question about OBS.

You should ask your network team what the limits on your internal network are.
