Question / Help Streaming lagging for some viewers?

Hi guys,

When I am streaming it often lags and buffer for some viewers. I have tried all sort of things, and now i need your help.

My setup is as following:
i5-4690 3.5GHz (@4.7GHz)
16GB DDR3-2133
GeForce GTX 970 STRIX
Samsung EVO 850 SSD
Z97-A ATX
Netgear R7000 router

I have a 30/30 internet connection, and currently using the following OBS settings:
Encoding: x264
fps: 30
width: 1280, height: 720
preset: veryfast
profile: main
keyint: 60
CBR: yes
CFR: yes
max bitrate: 2500
buffer size: 2500
(rest of the settings is in the log)

I've done R1CH's Twitch Analyzer which shows everything should be ok.
Here is a past-broadcast i did yesterday, and here is the OBS log for it.

Can some one identify anything i might do wrong?

Did another recording, still random bufferings here is the log.

Bumped with new informations.

I am thinking its my IPS, since I have tried all kind of setting. Any of you have any ideas to what I might do wrong in the settings?
