Question / Help Streaming lag

I still have ADSL, so I'm not sure if i can stream on twitch. I have about 15 mbps internet. I'm in Porttugal, so not that bad of a country, but then how do people stream from very poor countries?

Anyway, I should be able to get optical fiber internet soon, meanwhile I thought I could just record videos and upload on youtube or twitch? But even the recordings I do without streaming are very laggy. Sometimes the the same frame stays there for very long. What's up with that?
 
The twicht test tells me to uninstall Realtek LAN Optimizer but I see no trace of it at all. If it's the driver, then how am I supposed to connect to the net?
