Question / Help Streaming lag issue not connected with pc?

The past week whenever I started a stream it was always like a powerpoint presentation. I went as far as to order a new pc as mine is 5 years old. However I just found this forum and I see people with wayy better machines than mine having the same issues. Should I reconsider buying a new pc and just wait for a fix?

This is the longest stream where that started. Today I tried changing my encoder to my gpu and it worked better but it is still laggy. My pc parts are:
CPU
Intel Core i5 4590 @ 3.30GHz

RAM
8,00 Dual-Channel DDR3 @ 799MHz (10-10-10-30)

Motherboard
ASRock B85M BTC (CPUSocket)

Graphics
2048MB ATI AMD Radeon HD 7800 Series (Sapphire/PCPartner)

Storage
117GB SanDisk SDSSDP128G (SATA (SSD))

931GB TOSHIBA DT01ACA100 (SATA )

The PC itself is 5 years old and can still run games decently but I am thinking it is to blame for the lags.
