I have a very good computer and awesome internet, but when I stream at medium or high it lags or the quality is just really bad, I have tried everything. Please help!!!

Comp- 1050TI i5-7500

Internet- 215 download speed, 12 upload speed
 
Your base resolution seems to be 1400x900, but you're trying to stream in 1920x1080, meaning that you're actually upscaling instead of downscaling, if it's even possible with obs. On top of that, you have it set to 60 fps. It requires a beast of a PC to stream at 1080p 60 fps, without using a PC dedicated to streaming your content. You're dropping over 40% of your frames in one of your streams, due to rendering lag, meaning your pc cannot keep up.

Try setting your stream to downscale to 1280x720 with an FPS of 30 or 48. Your pc is not strong enough to handle 1080 60 fps streaming. I'd also recommend lowering your bitrate a bit, as you only have 12 mb upload.
