Question / Help streaming issues

Hey Guys :)

I´ve got a Problem with my stream. its buffering almost the whole time on the mobile app but i cant figure out why.i tested already so many things -.-
What´s the best way for me to stream games like counter-strike?

OBS-Settings:










System:
CPU :Intel Core i5-6600K (3,5 GHz)
Mainboard:Intel® Z170 Express
GPU: GeForce GTX 970 4.096 MB
RAM: 8GB RAM
OS: Windows 7 Home

watching my stream on computer is fine. only on the mobile app is buffering
