Question / Help Streaming issue random Lag issue

hello, Everyone. I random started to have this problem. I was recording for about an hour or two everything was working just fine and all of a sudden the stream started to Lag really bad (nothing else on my computer was lagging. I tried to restart my computer and boot it back up but the problem didn't change it was lagging from the start. One thing I did noticed is that my CPU on OBS spiked up to about 40% when at use but on my Task Manager it was still telling me my OBS was running at about 8% with a total CPU of around 30%.

I even turned down my settings and it is still doing the same thing. Any help is appreciated. Thank you.

14:35:45.665: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 577 (13.1%)
14:35:45.666: Video stopped, number of skipped frames due to encoding lag: 489/4480 (10.9%)

Lagged frames means you're overloading your GPU. Make sure you're capping FPS in the games you play.

Dropped frames means your connection can't keep up. Try lowering bitrate.

Skipped frames means your CPU can't keep up with encoding. Try turning settings down in OBS.

If all of this started recently, verify you don't have any antivirus interfering and that the Windows Game Mode/DVR is disabled.

alright. Another thing that started to randomly happen is am getting this distorted screen for a few seconds at random times how can I fix this.
