Question / Help Streaming in 1080p 30 works - 720p 60 doesn't

Hello,

I recently wanted to try out streaming again since I now have a better CPU than 2 years ago.
But I'm running in a bit of a problem here:
If I'm streaming at 1080p 60fps, I don't get any dropped frames which is good.
But since I'm playing a lot of first person combat, I wanted to try out 60fps.
But unfortunately when I'm switching over to downscaling, I'm getting a lot of skipped Frames in the Twitch video, even though I don't need a higher bitrate than when I'm streaming in 1080p, am I right ?

My settings are the following:
Encoder: x264
Max Bitrate: 3000
CPU Preset: fast

My Rig:
i7-5820k
16gb Ram ddr4
gtx 770

Also, please note that I'm not running into any network/bandwith shortages according to obs.

Oh, okay, I didn't know that, I'll fix that in a minute!

Edit:
But sadly It hasn't really fixed my problem...

Ive noticed minecdoes the same. Lots of skipped frames and no internet issues. I use 3500 bitrate and i have 11mb upload. Bit rste is contant but i stikl get skipped frames.

My fps doesnt look nearly as smooth as my 60fps used to be and i run it on a dedicated pc. Core i7 960 ocd @ 4ghz with ati 5850 in it. Shows stable 60 fps even at fast encoding but doesnt look near as fluid as other 60 fps streams or even some of my old content from over a year ago with nk hardware changes.

@ottobert Your log file is too short. Do an encode of at least five minutes of high action content in the game you're playing, and post that log file.

This is the line you want to focus on:
13:01:20: Total frames encoded: 5761, total frames duplicated: 71 (1.23%)

If in a sufficiently-long encode the duplicated frames is over 1% (as a rule of thumb), then you need to improve OBS' performance. If its under 1% (as a rule of thumb) then the video will look ok.

Assuming in a >5 minute encode session that you're still getting over 1% duplicated frames, you may want to move to Faster preset instead of Fast.
