Hi guys! So i have my PC's Ethernet connect to the latest Apple Airport Express. The thing is that my Bitrate is not constant....I keeps jumping up and down. I mainly stream FSX with is around 30FPS. Here are my settings and internet speeds.

Bit rate isn't supposed to be a flat constant rate, even with CBR enabled. That's normal behavior.

You probably won't get that great of picture quality with 1080p at 1800kbps on superfast...I recommend downscaling to at least 720p or 540p.

Right but with the internet speed that I have what would you recommend I set my Max bit rare and buffer size to?

That did not really help.....Could the Twitch server have something to do with it?
