I been streaming at x264 720 60fps with no issues, but my question is can the 7700k run a at 1080p 60fps ? I see on youtube videos they are getting dropped frames when they change the bitrate to 10k and the preset to faster, but can the 7700k stream with a lower bitrate like 6k on veryfast ? The avg viewer without sub button cant watch without quality settings.

Bitrate doesnt really change much but the Preset does... and a no matter what bitrate the slower preset will put more strain on the CPU which lead into a better compressed output. Will your 7700k handle it? depends on the game since your given information is limited to not available. In general the 7700k is not made for 1080p60 in 85% of the games but if we are talking about LoL, Dota2 or some other rather light on the cpu games then yes, 1080p60 on veryfast is possible.

I play csgo, rocket league, pubg, fortnite, wow, and a few others.I mainly play esport type games, but occasionally ill play some triple a titles.

My specs
i7 7700k
evga gtx 1060 6gb sc
16gb ddr4 2400

Internet speeds
160 mbps down
25 mbps upload

Im just curious if the 7700k can handle 1080p 60fps. Im really pissed that the new i5 is better than the 7700k. I wont be able to upgrade for a long time. I kinda wish i waited but i was not expecting coffee lake to be that much better. Im just hoping my 7700k will last me atleast 3-4 yrs

The 7700k might struggle with 1080p 60fps, even with <10mbps at faster.
With 6mbps 1080p 60fps will also look very bad on Rocket League etc.
720p 30fps will look a lot better, as there is way more bitrate per frame available. 60fps smoothness is worthless, if there is just a blurry/pixelated mess.
720p 60fps looks "okay" with 5-6mbps and fast preset.

So pretty much the 7700k cant do 1080p 60fps at 6k bitrate. It can only dfo 720p 60fps on veryfast or faster preset?

Should be possible, yes. Just test it for yourself. Do a local recording while playing and check the video and log file after that.

If you see a high Number "of skipped frames due to encoding lag", it's the CPU that struggles, "Number of lagged frames due to rendering lag/stalls" = GPU struggles.
Make sure you play with a reasonable FPS limit, otherwise CPU or GPU will definitely become a bottleneck.
