Question / Help Streaming from laptop , playing from PC

Generally it's usually done through a USB capture device, devices which unfortunately don't work that great with OBS currently.
 
They are called capture cards. There are many of them available. The USB capture card that is supported best in OBS, I think, is the Elgato cards. I am not certain, though, as I do not own one.
