Question / Help Streaming FPS Problems with sc2

so heres my specs:
i7 3770k 3.5ghz cpu
8gb ram -1 stick
ASUS GTX 660 ti gpu
ASROCk z77 extreme 4 motherboard
tx 750w psu

My internet:
30 up 30-down fios

obs settings:
encoding - 8 quality buffer size 2600 max bitrate 2100
audio - aac bitrate 256
video - 1920x1080 60 fps
everything else is default

so here's my problem. I am getting less then 30 frames on high settings in starcraft 2. when the game starts while streaming i was getting between 60-70 frames. I basically bought the best of everything for this computer and am wondering if this is normal because I highly doubt it. any idea on what could be wrong or if you need more information i would be fine looking for you and i will add my obs log below.

this wasnt even late game situations either where i was getting between 15-20 frames it was about 8-9 minutes into a game of sc2.

You simply won't be able to stream SC2 on high settings at 1080p60fps and maintain frame rates. Believe me, I've tried extensively. I highly, highly recommend giving 1.25 downscale with Lanczos filter a try. It should really help your framerates in game. 2100 bitrate isn't really enough to do 1080p60fps anyway, and even with 1.25 downscale you really want to try to get as close to 3000 bitrate as possible.

The SC2 engine just unfortunately has limitations that are very frustrating to work with.

For an example of what 864p60fps with medium shaders and ultra textures with everything else on low, check some of the VODs in my signature. Frankly, there's very little difference between medium shaders/low everything else and high settings other than distracting eye candy. All the fancy particle effects and animated creep terrain eats up your already limited bitrate as well.
