Question / Help Streaming FPS Dropping below 30 FPS

i got a Problem ... I Streaming with my #Ryzen 1700x and a GTX 1070 and not getting 30 Frames in OBS, they dropping below 30 (26-28).
Iam playing PUBG

I just started OBS Studio and only have opened the Programm and my whole PC started to Lag ...
