Question / Help Streaming FPS Drop

Hi I'm having some issues with streaming games via Twitch using OBS.
I have a pretty good computer, and good internet so I don't see the problem.
I'm not sure why my memory is only at 3060 considering I have 16G RAM
I can play League of Legends in full very high settings at 60+ FPS constant
But when I start streaming the game, even at downscale 2.00 (960x540) on Bi-linear I get down to 30-45 FPS( 45 FPS on full medium settings)

I have my Encoding using CBR, CBR Padding, 10 Quality, 1500 Bitrate and Buffer. Audio AAC 128, with Aero Disabled.

I really hope somebody can help me out! <3 I'd like to stream with perfect quality.

According to those logs, the stream seems to be performing alright (though you should change your webcam to be a global source so that it doesn't take so long to switch scenes). What is the process priority set to in your OBS Advanced settings?

You'll actually get better performance with Window capture if Aero is enabled. Aero should only be disabled if you're using Monitor capture, which I don't see you using.

Checked: Allow other modifiers on hotkeys
All else is unchecked.

This FPS drop happens in league, I assume? Everything seems fine on OBS' end. I notice however that you have aero disabled, and don't seem to be using monitor capture. Try enabling aero (and making sure you're using the aero theme), and see if that doesn't help increase performance for you.

I enabled aero, and playing at no downscale.

I had a little play around with it in custom...

Playing Borderless on very high settings:
Game Capture- 30 FPS
Monitor Capture- 30-35 FPS

Full Screen Game Capture
Game Capture- 30-35 FPS(40-45 if no action going on)
Monitor Capture- 30-35 FPS(40-45 if no action going on)

If I disable the preview on OBS, my fps go up to 40-45.... I'm not sure what's going on, haha.
However, If I set LoL to above normal is process class, I get up to the 50-65 fps region.

I would actually turn on downscale, as turning it off will encode at full resolution, which requires a ton of CPU.
