Question / Help Streaming CSGO (settings) help

Hi, I wanted to start streaming CS:GO but I don't know how to configurate my OBS , could you help me? Here are my spec.

Computer Specs:

CPU : AMD Phenom II x4 960T 3.0 ghz
RAM : 8 GB DDR 3
Videocard: AMD Radeon HD6770 1GB DDR 5
Motherboard : ASRock M3A770DE

Current OBS Settings:
Base Resolution: 1920 x 1080
Resolution Downscale: 1280 x 720
Bitrate: 3000 - Buffer: 3000
Filter: 36 sample
CBR
FPS: 60
Filter: Lanczos best detail, 36 sample
x264 preset: Very fast
codec - AAC , bitrate - 160
KeyFrame Interval : 2

I'm pretty sure that CPU is not going to be able to handle 720p60fps. It *might* be able to do 30fps, but you may have to drop down to 540p or 480p. In which case you can probably drop your bitrate down to 2000.
