Question / Help Streaming Choppy on low cpu usage

Hey,
My current build is the following
CPU - I5 8600k
GPU - GTX 1060 6GB MSI Gaming X
MOBO - MSI Gaming Plus Z370
RAM- 16gb of Corsair LPX @2400mhz
SSD - 240gb
PSU - Seasonic Focus 550w

I'm trying to stream PUBG and i'm having a lot of trouble with frame-rate drops (not dropping frames due to bitrate), My stream is terribly choppy on both NVENC and x264. I am down scaling to 720p60 even 720p30 with 3000 bitrate with almost 50% cpu usage and i'm getting super laggy recordings/streams. Considering the CPU with the usage i feel that its something i'm doing wrong or a program making it very choppy, and i need some help. I'll attach a log below. My GPU however does go to 90-98% usage in game but i dont know if that makes a difference on the x264.

Also, in the logs it might say that i have dropped frames due to bitrate, ignore that I tried to use the auto wizard to test if i was using the wrong settings and it set my bitrate to 6000 lol, i only get 6k upload i use 3k on 720p60 and have no drops, also tested it on twitch inspector.

21:18:22.136: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 6762 (63.5%)
So you need to limit PUBG fps to make sure your GPU is not utilized ~100% and check your internet connection.

So you need to limit PUBG fps to make sure your GPU is not utilized ~100% and check your internet connection.

This is an updated log, i'm having a bit of fps drops here and there, can you tell me if my stream is ok, or stable?
Running X264 3250 bit rate, for rescale of 720p30 on bicubic. Thanks in advance

Yeah much better, but still some render lag and bandwidth problems:

13:45:08.932: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 274 (4.3%)
13:45:08.932: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 231 (3.7%)
13:45:08.933: Video stopped, number of skipped frames due to encoding lag: 15/6320 (0.2%)

Eh, i think i should use 2 comps. I have an i5 6500 + MOBO, and a PSU, If i get 8gb of ram would i be able to stream fine you think?
