Question / Help Streaming capabilities with my setup, feeling throttled

I originally posed my issues on the SLOBS forum but didn't get much assistance. I am posting here as I end up here a lot from my google searches and see a lot of helpful information. I was looking to switch back to OBS at one point, but it wouldn't import all my "time intensive" scenes and sources I've set up so I gave up. I am a small time "affiliate" who is a permanent charity streamer raising money and awareness for veteran suicide prevention. This is an important cause to me and being a veteran I'm subsequently a stickler to details and want a crisp stream.


So, long story short after not being able to fix my problem explained HERE, I downgraded to a 1080p, 144, 1ms, g-sync monitor. This was after many attempts to stream at 1080/60 fps to no success due to lagged frames. My specs:
-i9 9900k (watercooled)
-2070 Super
-32gb Ram
-750psu

So now I am running my secondary and tertiary monitors to my motherboard. Only my 1080 gaming monitor is running to the 2070s. I am encoding NVENC(new), base 1080, downscale 1080. My other settings are standard, 60fps, 6000kbps, profile high, b-frames 2, key interval 2, etc.

  1. I feel like I should be able to stream 1080/60 and also play my games on low to medium settings without dropping frames in game or in SLOBS, correct?
  2. If 1 is true, why would I still be dropping frames from time to time?
  3. I followed this video where a guy is streaming on a much weaker computer than mine, also with a 1440p, and he was able to drop zero frames at 1080/60 (HERE [skip to 6:30]). I was not able to duplicate this, I ran SLOBS as admin but it still didn’t seem to prioritize it(he used OBS). What am I missing?!
I appreciate any help ya’ll can come up with! I did read the sticky's in regards to posting a log file but I'm at the firehouse for my 24, and I'm also not sure if it's the same thing since I'm using SLOBS right now.
