Question / Help Streaming and recording is very laggy (3DS game)

Hello guys :D. I'm very bad about technology. I tried to do as many things as I can and watched many videos but I can't solve my problem :/. I'm trying to stream a 3DS game (Mario Kart 7) but it's so so laggy and I can't understand why. It happens both when recording or streaming.

. In order to do that, I'm using kitkat ( https://github.com/gameincanada/kit-kat-slim/releases ). It allows to watch the 3DS screen on the PC. Here are the settings on it : https://www.pixenli.com/image/joOtf0zP -> Idk what's QoS but apparently everyone set it at 100 lol. priority value is there so upper screen is more fluid. People told 2 it's good (some others doesn't care about bottom screen being streamed and set like 10). On kitkat, you can see "quality" and "fps". It's LAGGING on NTR screen on the PC despite fps are between 35fps and 38fps all the time and quality 90 to 100%... Apparently MK7 runs in 30 fps (60 in intern but well, if I have 30 fps+ on NTR all the time it shouldn't lag so why does it lag??)

. On OBS, I set 1280x720 everywhere I could on "Input" and "Video". First thing, I heard that Encoder "NVENC" was better. But I can't find it on OBS 24.0.3 version! I have a computer core i3, GeForce 830M (bought in 2014 or 2015 -> I've seen it can use NVENC...).

Well, if I understood well, even the x264 should be able to work well though ? I have no frame dropped or anything on OBS ( there https://www.pixenli.com/image/ikHuxxsz ). When I'm recording, it says CPU 35% (up to 50% sometimes), and frames dropped 0 (0.0%).

Still, my stream is very laggy, and even recording as you can see from a video I uploaded for test : https://www.youtube.com/watch?v=8rXHj6cHBQI

It bugs on NTR (kitkat) screen too (on computer) whereas I have 35-38 fps all the time (for example when recording the screen for the YouTube video right above)

So I would like to try NVENC (how to enable it??). Also, I think my PC is good enough... And my connexion too. But if I do a speed test with PC on wifi, it goes down so much, sometimes 10mbps down and up, sometimes even 3 or 4 download! Some people says it's still enough that? But would that mean... that my router could make it hard for my 3DS in wifi? I mean, my 3DS probably needs to give informations to router which gives them to PC via Eternet cable or wifi (for kitkat). So could my router be bad accepting the 3DS? I can't find anything else but perhaps I missed something?

My router is "Technicolor" from VOO (Belgium). It has been installed some months ago.

EDIT: I'm on windows 10 if it does matter :p !
