Question / Help Streaming 720p 60 FPS confusion

I have been streaming at 720p 30 fps for a while now. And i wanted to go up to 60 FPS because i noticed my stream wasn't smooth enough. But when i did i noticed on OBS that the FPS counter wasn't always at 60 i was always around 37-44. I never dropped any frames from what i saw. I did notice when i disabled my webcam that my fps did increase a bit. My webcam quality is at 960x720. The camera that i am currently using is a Logitech HD Pro Webcam C920. My question is, is it regular to drop FPS like that when streaming at 60 FPS? Because when i streamed at 30 fps i did notice my FPS counter dip down to 28 fps at times as well.
