Question / Help Streamed flawlessly, now dropping an insane amount of frames

Hello!

My specs:
Intel i7-3770K CPU @ 3.5 Ghz
16 GB RAM
Nvidia 670 GTX 2gb
240gb SSD

90 Mbit D/L
80 Mbit U/L
Very stable connection

I could previously stream pretty flawless with these settings:
Use CBR: Checked
Enable CBR padding: Checked
Max Bitrate (and buffer size): 3500
AAC and 128 bitrate for audio

1920x1080 (no downscale)
Filter: Bilinear
30 fps
x264 CPU Preset: Veryfast
Use CFR: Checked

This is a sample of what it's like now, insane framerate drops. On my OBS it says around 20% dropped framerates.

I haven't touched a single setting in OBS to make this happen, what I've tried to do though is to change Streaming server and alot of other stuff to fix it, nothing seem to help. If someone could please explain why I can't stream like before, or a way to fix it I would be extremely grateful.

Sounds like it's either an issue with your internet connection or an issue with Twitch.

Also, you're using an outdated version of OBS. The auto-udater was accidentally disabled in 0.553. You should update manually to the latest, 0.581.

I just updated to the newest version of OBS, however it did not solve my problem.
It sounds very unfortunate that it could have something to do with my Internet Connection because it seems stable in every way. Also I have not done any changes to it. Hope the problem lies with twitch somehow then. Are there any good alternatives to Twitch? What happened to own3d?

My kb/s have been jumping like crazy between 1000 and 5000 kb/s even though I've capped it to 3300 or 3500.
Tried:
EU-Frankfurt
EU-Amsterdam
EU-London
EU-London (secondary)

and I shit you not, I switched server 200 times the past 2 days trying to figure out what was wrong. I swear to god I NEVER saw EU-Stockholm in there. I didn't believe my eyes when I saw it, it must have just been added to the OBS client or something (maybe when i upgraded to the most recent version? btw I live in Sweden). Even though I only pinged 30-40 to the other european servers, the Stockholm one now just works flawlessly for me. Stable KB/S on 3500 barely changing, no framerate loss at all.

I'm confused.

Since the auto-updater was disabled in 0.553, you never got the updated list of Twitch servers, which included Stockholm.

The Amsterdam ingest server is SLAMMED currently as the UK ingest servers are down for emergency maintenance; IIRC until the start of next year at earliest. All of the UK ingests are being redirected to the Amsterdam server transparently.
And Frankfurt has always been a problematic one, known to cause dropped frames, stutter, disconnects, etc.

Just to offer a fairly probable insight on the (now resolved) issue.

I may be mistaken, but I'd thought they were supposed to be down until January/February of next year? Ridiculously long, which is why I was kind of gobsmacked and remembered it.

I'm unable to find the original announcement (after a good bit of Google searching), the only thing I can offer is this Tweet from Sep 29 saying that it should have been fixed 'Monday':

Nothing showing the specific estimated completion date though, aside from that long-gone Monday, and my own mental 'WTF?' flag at having seen that as the estimate.
