Question / Help Stream Was Perfect now NOT

More than good enough equipment and internet right? Well everything was going good until about two months ago when i was streaming a ton and encountered very small problems that i could usually fix. One day i have a great stream then the next i start up my stream and then BAM!! Instantly dropping 50-60% of frames just automatically. I didnt change anything at all. Didnt change obs studio settings nor my internet. Ive been testing all sorts of stuff today and now im running NVENC with cbr 2500 bitrate (1080p) and obs isnt reporting any frames dropping but when you actually watch the stream it buffers every minute or so. I've tried all sorts of setting and uninstalling the program and re setting up everything but to no avail. Any help would be appreciated

That log does not show a complete streaming session. Please open OBS Studio. Start streaming. Wait 30-60 seconds. Stop Streaming. Wait for the stream to stop. Then upload the current log file (Help > Log Files > Upload Current Log File).

Please also try running the Twitch Bandwith Test tool using a Medium Test Duration for your region with a 64k TCP Window Size, and post a screenshot of the results here so that we can see the results.

The minimum acceptable quality for streaming is 80. You show a quality of 0 across the board. Your connection is not currently suitable for streaming. You say that everything was perfect before. If that was really the case, then something has changed without you realizing it. This could be something within your control (router firmware, security software, other software interfering, hardware going bad, etc.) or outside your control (ISP service/routes or nearby outages, problems at the other endpoint, etc.). See this post and this post for things you could look into.
