This is a new issue that I have not experienced in the past.
I have recently downloaded the new version of OBS classic and I have also just upgraded to a GTX 1080. My full PC Specs are:
i7 4790k @ 4.5
GTX 1080
8GB RAM @ 1866
SSD
My internet is 50up/50down and I also do not drop any frames when I stream.
I have tried lowering my bitrate from 3500 to 3200 then 3000 and it has caused less stutter during high action but at 3000 it is still there but infrequent (it was constantly during action at 3500).
I encode using Quicksync at 60fps with a resolution downscale from 1080->720p
I generally stream from the NY server but have tried the VA and CHI server without any better results.

The game is completely smooth when I play as well so it isn't ping spiking either and the audio is also perfectly clear in the VOD so it seems to purely be a video issue.
I can post a log file sometime later tonight and will also try downloading an older version of OBS that worked previously. For now I was wondering if anyone else had this problem and was able to solve it. I have seen this occur when watching other streamers and it seems that they were able to fix it but I am not quite sure how.
