Question / Help Stream video conference with many people, remote connection

I want to stream a video to Youtube.
But I want many people to be part of the video stream at the same time.
The other people are in their houses, connected to the internet, with their webcams.
I want something like this image below.
Is it possible?

OBS is not a videoconferencing program. If you have a videoconferencing program, you can stream from that program to YouTube using OBS, but OBS will not itself establish a videoconference.

Streaming on YouTube is also too high latency for effective videoconferencing, if that is your intent.
