Question / Help Stream very laggy and tech help

Here is my setup:
Intel Core i5-2500 Sandy Bridge Quad-Core 3.3GHz (3.7GHz Turbo Boost) LGA 1155 - not overclocked
ASUS P8Z68-M Pro LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard with UEFI BIOS
G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666)
RAIDMAX HYBRID 2 RX-730SS 730W ATX12V V2.2/ EPS12V SLI Ready CrossFire Ready Modular Power Supply

Streaming to Twitch

Issue:
My issues that I am having is that my stream lags so bad that is not even watchable. When I watch it on Twitch website it will bring up the stream and then just get stuck there and not load anything. I think my pc is more then efficient enough to stream on it but I am skeptical at this point that maybe my mobo is the issue. I have the avermedia card now that is in my PCIE slot and I can record on that just fine. I have tried streaming on an elgato HD60 and have had similar results, that was even with a gtx 550 Ti card at that time. I can stream from my PS4 no problem what so ever. Even on max settings. Anything that I can check or that you guys can see that would be causing this? Or if you need more info from me? Just curious as this has been driving me nuts for quite some time. Thanks guys

We will always need a logfile but note that capture cards are for capturing consoles (or a second PC), not desktop games on the same PC. use a game capture and remove the capture card from the scene with the game capture.

Then I'll need one 5 minute test with the capture card from your console post that log. then restart OBS. After that another 5 minute log with your game capture of your game.
