Question / Help Stream to Twitch with dropped frames but not locally?

So the title is kind of wonky in the since of what I'm asking.
If it's possible, can you stream to Twitch and expect say 20% frame drops during your entire stream but not have the output file experience dropped frames as well.
I tried rationalizing this and keep coming to the idea that this isn't possible but I guess I need to hear/see it from another individual who might know the answer.

For those who still don't know what I'm asking.


........................................................................ --> To Twitch --> Drop 4 frames --> Twitch
OBS --> Generation (Video, Audio, Images, etc) - |
........................................................................--> To File --> No dropping frames since it's local --> flush/w.e

Instead of what I believe is happening

OBS --> Generation (Video, Audio, Images, etc) --> Drop 4 frames --> Local & To Twitch

Can a split ever occur in OBS.

Dropped frames are purely an internet connection issue.
I know but when I was streaming, everytime the frames dropped it would happen on my file output as well. I actually have a VOD on twitch and mapped it second for second on my file output because it seemed like a corelation was happening

I guess theres some Connection between the two Encoders, so if the Twitch Connection is dropping Frames the second Encoder gets the Information to process more efficiently and drops it as well.

Do you use e.g. x264 and NVENC? or two times x264? And maybe OBS Classic and OBS Studio?
