Question / Help Stream to device (e.g. stream to virtual webcam)

I think it could be very useful to be able to stream to another device, like a virtual webcam, so you can select the video source for other applications like Skype, and have more control over the video feed (better than just a plain webcam).

Is there currently a way to do this, while still being able to utilize the Overlay features present in OBS?

This has been asked before...I think Jim has stated that if someone wants to make it, they can, but he doesn't want to do it himself.
