your processor is slow but that is not the primary cause of your issues. first, in the video tab of OBS change the base resolution to 1920x1080. you have it set way to high. second, look for a guide to make sure that OBS is running on the nvidia card not the intel onboard. then restart OBS and set the nvidia card in the video tab of OBS.
